Legally-Exempt Childcare Providers

WHEDco is NYC’s Enrollment Agency for legally-exempt (informal) childcare providers and legally-exempt group programs. WHEDco processes enrollment applications for families who choose unlicensed care and are eligible for childcare subsidies.

In partnership with New York State Office of Children and Family Services (OCFS), the New York City Administration for Children’s Services (ACS), and the New York City Human Resources Administration (HRA), WHEDco has staff in 22 locations throughout New York City who are screening 45,000 unlicensed childcare providers to ensure that they meet health and safety standards, and have not been convicted of a felony or misdemeanor against children. WHEDco also works with providers who are not yet licensed to ensure safety standards for children and offer training to providers.
